When you switch the codec off, the received signals get clearer, including the noise. It's more of a white noise his without the distortions. Most SSB signals lose distortion and sound clearer also. Reports say the transmitted audio is better and less distorted, and it's a bit more forgiving on high audio peaks. Think of it as hi-fi for HS4.
However, with the tests I've done, stations report that running the audio gain high degrades the quality substantially. The limiter "pumps" the audio, making the signal harder to listen to. You get less splatter from the distortion effects with COD1 off, but you still splatter and your frequency neighbors will not think kindly of you. I ran my tests with IDC and Yagi Stack antennas with same results, so gain had no effect as far as I could see.
The best way to improve your audio is with a good-quality headset. It doesn't have to be expensive, but it needs to sound good, without a lot of breath sounds, and NO over-modulation. Turning the gain high, with or without COD1 engaged, distorts the audio and makes copy more difficult. And it annoys your neighbors.
